Arms License
Procedure for Applying for a new Arms Licence by Individual
- Submit Police Clearance Certificate (PCC) from website i.e. https://pcc.kolkatapolice.org, Submit the Online Application from (armslicence.kolkatapolice.org ) in Prescribed Form (Form A1)
- (a) four passport size copies of the latest photograph of the applicant (in white background) duly signed on front.
- (b) proof of date of birth.
- (c) identification proof ─ (i) Aadhar Card; or (ii) in case the applicant does not have Aadhar Card, a written declaration in the form of an Affidavit to be submitted in this regard along with an alternative identification proof which may include Passport or Voter’s Identification Card or Permanent Account Number (PAN) card or Identity Card issued to the employees; (iii) in case of exemptee sports persons, shooters identification card issued by the National Rifle Association of India.
- (d) residence proof in case the applicant does not possess Aadhar Card or Passport, which may include ─ (i) voter’s identification card; or (ii) electricity bill; or (iii) landline telephone bill; or (iv) rent deed or lease deed or property documents; or (v) any other document to the satisfaction of the licensing authority.
- (e) safe use and storage of firearms undertaking (Form S 2) referred to in sub-rule in (4) of rule 10.
- (f) for professional category applicant, referred to under clause (a) of sub-rule (3) of rule 12, self-attested copies of the educational and professional qualification certificates, wherever applicable.
- (g) medical certificate about mental health and physical fitness of the applicant with specific mention that the applicant is not dependent on intoxicating or narcotic substances (in Form S 3) (Please see Rule 11 of Arms Rule 2016) in original is filed as specified in Arms Rule 2016.
- Local PS will contact the applicant for inquiry and submits its reports through the Divisional DCP.
Procedure for Applying for a new Arms Licence by Companies, Institutes and Banks
- Submit Police Clearance Certificate (PCC) from website i.e https://pcc.kolkatapolice.org, Submit the Online Application from (armslicence.kolkatapolice.org), Application in Prescribed Form (Form A 2) with all supporting documents.
- Local PS will contact you for verification.
- On receipt of Police Report, decision is taken by competent authority.
- For Retainers Application, please submit Application in Form B 3. With all supporting documents.
If the Licensee is Dead:
- One Legal heir shall submit application in prescribed form ( as in case on new licence) along with attested death certificate of the licensee and other documents to be followed as mentioned above.
- All other legal heirs shall denounce their claims, either in same or separate affidavit sworn in before a First Class Magistrate on Rs. 10/- Stamp Paper.
- Indemnity Bond i/f/o Deputy Commissioner of Police (AAD), Reserve Force, Kolkata to be made before notary public on Rs. 100/- Stamp Paper.
- Rest procedure described above.
Procedure for Obtaining Transit Licence:
The following documents are mandatory for obtaining Transit Licence:
- Valid Arms Licence, Identity Proof, Address Proof.
- NOC of the Licensing Authority addressed to the Commissioner of Police, Kolkata or Deputy Commissioner of Police (AAD), RF, Kolkata
- For Ordnance Factory allottee only: Allotment Letter of Ordnance factory (If it is system generated or printout of email, it has to be signed and stamped for authentication by the authority)
- Application in Form A 12
- Please note that no Transit Licence shall be issued if the Licence do not bear the (UIN) Unique Identification Number (generated by the licensing authority through the NDAL-ALIS portal).
Procedure for Registration of Licences Issued by Other Licensing Authority:
- Submit Police Clearance Certificate (PCC) from website i.e https://pcc.kolkatapolice.org
- Valid Arms Licence.
- Submit the Online Application from (armslicence.kolkatapolice.org), Application in prescribed form (Form B 1) along with proof of residence, proof of identity and other required documents.
- Form for medical fitness certificate (Form S 3) and safe use and storage of firearms undertaking in Form S 2 and 4 (four) copies of recent passport size coloured photograph duly signed on front shall also be submitted with the application.
- AAD Kolkata Police ask for Local Police Report.
- On receipt of the application, NOC from Licence Issuing Authority to be asked by AAD Kolkata Police.
- UIN shall be mandatory for application for Registration.
Procedure for Renewal of Arms Licence:
- Submit Police Clearance Certificate (PCC) from website i.e. https://pcc.kolkatapolice.org
- Please apply online Application from (armslicence.kolkatapolice.org) for renewal in prescribed form (Form A 3) at least two months before expiry of the license along with photocopy of Proof of Residence and other required documents.
- Form for medical fitness certificate (Form S 3) and safe use and storage of firearms undertaking in Form S 2 shall also be submitted with the application.
- If required, address and current antecedent may be verified through local PS.
- Please note that holding weapon (s)/ammunition after expiry of licence is illegal which may leads to legal proceeding and cancellation of licence.
- For Banks/Companies etc. : Please submit online Application from (armslicence.kolkatapolice.org) application in Form A 4 at least two months before expiry of the license and other required documents. Safe use and storage of firearms undertaking in Form S 2 shall also be submitted with the application. These categories of licenses are also liable for prosecution if the weapon(s) is/are hold illegally after expiry of validity of licence.
Expired Licences/ Failure of Renewal:
- If the licence has already expired, please deposit the gun with a Licensed Gun dealer/Local PS immediately for avoiding illegal holding which is an offence as per provision of Arms Act.
- Please apply online Application from (armslicence.kolkatapolice.org) for renewal in prescribed form (Form A 3) along with the deposit slip, photocopy of Proof of Residence and other required documents.
- Form for medical fitness certificate (Form S 3) and safe use and storage of firearms undertaking in Form S 2 shall also be submitted with the application.
- If required, address and current antecedent and use/misuse of the weapon shall be verified through local PS.
- Please note that holding weapon (s)/ammunition after expiry of licence is illegal which may leads to legal proceeding and cancellation of licence.
- For Banks/Companies etc. : Please submit online Application from (armslicence.kolkatapolice.org) application in Form A 4 and other required documents. Safe use and storage of firearms undertaking in Form S 2 shall also be submitted with the application. These categories of licenses are also liable to face prosecution if the weapon(s) is/are hold illegally after expiry of validity of license.
Procedure for Sale of Licensed Arms:
- Please apply for sale permission in prescribed form (Form B2 Part A & D) along with consent letter from the buyer who wishes to buy the weapon (s).
- Please enclose a photo copy of licence (in case of individual licensee).
- If the licence expired, it has to be renewed before apply of sale permission.
- If, at any point of time, there is illegal holding due to non-renewal of the licence, Local Police Report may be required by the Licensing Authority to verify use/misuse of the weapon (s).
- On receipt of permission and on completion of sale, the licensee shall submit original licence forthwith at Arms Department, Kolkata Police for updating records.
